GA-F2A88XN-WIFI Ethernet Issues

I have an GA-F2A88XN-WIFI in my HTPC. A few months after building the PC I noticed my internet speeds dropped to 3mb/s. I have the PC plugged directly into my router and through my ISP I have a 60mb upload and download plan.

I asked on PC Part Picker what could be the issue and we agreed that I have a bad ethernet port. So I bought a USB to ethernet device and after installing that I was back up to 60mb.

Here I am a few months later and I am now at 2.65mb/s download but 60+mb/s upload (still using the usb to ethernet). I confirmed with my ISP it is not a issue on their end, as well I plugged my laptop into the router and rand a speed test and got over 60mb for both up and download speed.

What could be the issue now? Any input would be of great help. If it matters what other parts I have in my HTPC: 2gb RAM, AMD A6 processor, no video card. The Machine is running no other programs when I run the speed test and all other devices are disconnected from the router. Thank you in advance for your help and ideas.

I know it has been a while but I figured I would come update this. So after a long time trouble shooting and talking to the MB manufacturer there is still no fix but we have narrowed down what is causing this issue. I am running win 8.1 64bit. When I install the new driver for the PCIe it fully installs but when I go the device properties and look at the driver info, the old driver is still running. Now if I use the realtek install software to first uninstall the driver, then install it, I get my 50mb/s download speeds! But now get this, when I restart my computer, the driver reverts back to the old driver version. I have removed this driver from every location I can think of. mdsiu, thank you for the quick response. I use Slim Drivers to keep my hardware up to date, but I will double check this evening to make sure that all drivers are in fact up to date. Thank you for the idea and I will let you know what I find.

Gigabyte spent a hour on the phone with me and now they said they are going to have to build a win 8.1 system with my series MB to see if they can figure it out. This is totally strange. I want to just buy another MB and move on, but a little worried that it is a Win 8.1 issue. If anyone has heard of this issue, please let me know! Thanks!!!
