That's not enough information... Anyway you need to check and see how much of the CPU you are using (to see if it's CPU bound) and see how much spare memory you have free. My best guess is the CPU is waiting to load from and write to the HDD, if that's the case upgrading to a good SSD will help. Reading and writing from a RAM disk would be best but most people don't have money for that unless they have a Movie with major budget backing. (10K+ for a professional rendering machine with a 128GB RAM disk).

Well often rendering speed and quality is often attached to HDD type and even graphics card. For best rendering speeds you need a good drive eg SSD or WD black and a high end graphics card best speed comes from high end GPU.

Green makes a good point about the GPU, I'm assuming the software you are using utilizes the CPU, but if it is the GPU then you need to look at it as well.

You can change it in the vegas settings to use GPU rendering or cpu and gpu combination rendering.

That's not a good SSD for video rendering but it should be fast enough. Are you pulling the video from the SSD or the external drive? As I mentioned earlier, you need to see what kind of CPU/GPU utilization you have when running a render.
I found the solution.
It turns out that my GPU R7 250 wasn't supported for GPU rendering.
So I just replaced the GPU with my old HD 5770 and now the rendering is super fast. The same video that used to take around 8 minutes to render now renders in 1:15 mins. Very happy
