Can I run a Radeon R9 270X or a Radeon R9 280 with a 450 watt power supply? (not trying to run them at the same time)

I want to upgraden from my GTX 650 to a Radeon R9 270X or a Radeon R9 280 but i don't know if i can run them or not with my Power Supply wich is 450 watts. i read several forums saying that it needs 500 watts but i also read a few forums that it can run on a lower amound of watts. one of them even said that it was possible with 350 watts. i want to know if its possible to run them. please let me know for the 270x and the 280

If its a 80+ certified good quality PSU of around 30+ AMPS @ 12 + volt continuous current then you can use it with R9 270x but not with R9 280.

CPU really doesn't matters most of the Intel CPU has a max TDP of 84 watt and AMD has around 95 - 125 watt and i am sure you dont have FX 9000 series CPU.
