Cant install Visual C++ 2008 Redistributable

tl;dr I can't install visual C++ 2008, help.

Hello. In order to install an older game that has been patched to work with newer systems, one of the requirements of installer is to have Visual C++ 2008 Redistributable installed on the computer.

First, my specs:

Windows 7 SP1, Fully updated with all Windows updates (except where noted)
Lenovo Y510P
8GB Ram
Intel Core i7 3rd Gen @2.4 GHz
Nvidia 755M W/2GB Dedicated

The game is MechWarrior 4: Mercenaries (2002)
The installer is an MTX installer specially designed for this game. The site I got it from can be found here: http://www.atomicgamer.com/files/85847/mechwarrior-4-mercenaries-full-free-release

Due to the game's age, It was released some time ago for free with updated code and additional content, and an installer meant to work on modern computers. However, and I must emphasize this: Do not claim this is an issue of it being older software, that is unrelated to the issue at hand

Because, if you read further, I will explain where the full issue lies. The installer itself needs to be installed, and needs Visual C++ 2008 installed in order to function. It attempts to do so itself, and fails. This was possible, so I simple got a download of visual C++ 2008 from Microsoft's own website found here: http://www.microsoft.com/en-us/download/details.aspx?id=29

(From this point on in testing, I've only been using the Windows installer for C++ 2008, to wipe out any other possible issues the game's installer may introduce)

I attempted to use that as well, and found that Windows wouldn't allow me to install that either.
It gave me the following error:

"Error 997. Overlapped I/O operation in progress"

Now, I checked, and Windows 7 was released 2009. So, I attempted to run the windows installer in compatibility mode for Windows XP, and older versions like Windows 2000. This also failed.

I then attempted running it in Safe Mode, and met failure again.

I read that issues arose from an update that Microsoft released (whose number I cannot identify at this time, but it was a major culprit of installation issues until patched a week or so later) but I disabled it, and found that it didn't help either.

I've disabled all startup items on the computer, cleaned it with Ccleaner, made sure all updates are installed, cleaned all viruses from the system and generally keep it in good working order. Not a single other program has had any issues installing or uninstalling, running or anything else.

So, I ask you computer geniuses of the internet, what ever shall I do? Anyone have a clue as to what the issue could be? I'll reply as immediately as I can and give you any more information you request. I hope this description was thorough.

How do I check? The page on Microsoft's site doesn't seem to say, unless I'm not seeing it.
