How to fix 100% CPU Usage - Win7

CPU - Intel Core i5 2500k @ 3.30GHz

I'm just wonder of the possible causes of high CPU. I've checked for Malware and Viruses. I have scanned task manager and the performance monitor. There isn't anything eating up the cpu at all, or at-least showing it is.
I then thought it might be the CPU cooler wasn't cooling well enough, so I took it apart and blew the dust out and readjusted the fan. Then cleaned and applied thermal paste to the cooler.
I screwed everything down.
I'm at a loss as for what to do at this point. any ideas?

Have you looked in System Monitor to see what process is using the CPU? - there has to be something there otherwise where are you getting the 100% utilisation from?

Open Resource Monitor from the Performance tab in Task Manager and see what's there

Another user PMd me and ran through some tests. We then figured out it was a physical problem, the motherboard pins had corroded. I got a new motherboard and everything seems to be running fine for now.
