Computer Too Slow -- Unusable

I have been running Win 8.1 for some time now and it has been working fine, but recently, my laptop refuses to get anything done, booting up takes nearly an hour and when it is fully booted, I am not able to run most programs. Checking the task manager shows my disk usage at 100% with no drops. Yet none of the programs running show this kind of usage. I would like some help as this has rendered the computer unusable.

do a memtest and hard drive test
if none show errors try doing a virus scan
if all else fails reformat your computer

I would do all those things but nothing wants to turn on, Chrome won't start up, Antivirus won't start up. Is there a way to reformat without actually getting into the computer? It's hard enough to get past the login sreen.

Mostly the system is full with viruses. Format the system and do a fresh install.
