pc turns on but no fan spinning

I have this problem with my pc. I can start the pc, I have acces to BIOS but there seems to be no power to the components. DVD-ROM doesn't work anymore, case fan and cpu fan don't work and yeah when the windows loading screen comes, it just stays there like forever. I noticed it's the PSU not giving power to components (HDD,DVD,fans) and tried to connect a white power cable from another pc with my hard drive and i saw that windows would start but why would windows boot or do a POST but with no working components?

Yes that is probably why, i had the same issue with a 1000 watt power supply and I now have a 1500 watt power supply with everything working perfectly :)

no but i did some research on google and i have a 400 watt psu that just might be the minimum wattage for pentium 4. do you think if that might be the problem?
