Boot loop when i install graphics card

I have recently upgraded a computer i've bought. Last night i put in a new PSU, the old one was some little 500w thing and now ive upgraded that too a 750w CX corsair.

I have put in several GPU's and it is just constantly boot looping. Without a GPU in, it boots fine as i am using it now. Please help as it was all running fine before.

Do i need to reset my motherboard because i've upgraded my PSU?. I have tested to see if it is the GPU which is faulty and it isn't as i've put in my friends GPU which works completely fine in his computer but just boot loops in mine.

my specs - (boot loop)
MSI 760GA-P43
AMD FX6350 3.9GHZ
CX750 CORSAIR PSU
4GB RAM
750GB HDD (1x250,1x500)
Graphics card i am trying to get going - RADEON 7950 3GB

SPEC (when all was fine)
MSI 760GA-P43
AMD FX6350 3.9GHZ
500w generic PSU
4GB RAM
750GB HDD (1x250,1x500)
NVIDIA 650ti

I have tried -
Changing Boot sequence in the bios
disconnecting the CPU power and reconnecting it
tried other grpahics cards (hd7970, r9 270x, hd7950)
used different PCI connectors

Your help will be greatly appreciated as i've wanted to get back into the gaming for ages as consoles are just boring me now.

I dont think it has worked as I'm still having an issue. I have noticed though that in the CMOS settings though it is showing that just the disc drive is plugged into one port but my HDD isn't. When I'm asked boot options though, the sata is picked up then as I'm given a choice between that and the dvd drive.

Would this have anything to do with it?

I can get into the BIOS yes. I have now attempted booting without the dvd drive plugged in and it is still just asking me where to boot from and when I select the HDD it just loops back around again and asks me where I would like too boot from.

Another thing to mention is that when I boot up my computer it says all the MSI stuff then a screen which says loads of things you'd expect on a boot up but then I'm left with a black screen with a white dash on it for a short period of time before the "starting windows" screen appears
