GTA IV stuttering

Hello, i just installed GTA IV, hoping i can run it at high fps, but i keep getting massive stuttering.

My specs are:

AMD FX-8350
GT 630 2GB
4GB RAM

In the opening cutscene i have 40+ FPS, but when the camera looks toward the city, the frame rate drops below 10 FPS. Also after exiting the building the first time, when it shows me the parking spot and the hot dog stand, while looking at hot dog stand i get 1 FPS. After that there is no problem, i have 30+ FPS, but if i look at many textures it drops badly. Any solutions?

In your Steam Library, right-click "Grand Theft Auto IV" > Properties > Set Launch Options > Add the following text (just copy and paste):

-nomemrestrict -norestrictions

Like everyone else has already stated, you really need to lower your settings. The in-game benchmark is a terrible representation of what your in-game performance will be like.

Try lowering your texture detail. Your video card doesn't appear to be the best. You might try systematically lowering each detail separately to isolate what's bottle necking. Good luck!

I set the texture quality to low, that seems to be the only thing that makes a difference. The others do not contribute to this. Even with texture quality at low, there still is stuttering, but nowhere near 1 fps, just random annoying drops. Can that be fixed?
