Motherboard gets hot around PCI-slots, won't boot

I'm trying to breathe life into an old system I have, but the system won't start at all. Basically the green LED on the motherboard is on, but nothing starts. I have tried using different power supplies, different ram and amount of sticks. The CPU connector and 24pin is all there and working (tried in a different system). I also have a brand new 3V battery installed.

So the system won't start, but it gets hot around the PCI-slots. I've read the obligatory startup problem guide fix thing (http://www.tomshardware.co.uk/forum/261145-31-perform-steps-posting-post-boot-video-problems) and other things. I need help. Thanks in advance!

System specs:

CPU: Intel Core 2 Extreme QX9650 @3.00GHz socket LGA775
Mobo: Intel Extreme Motherboards DX48BT2
RAM: G.Skill DDR3-1333mhz 2GB (x2)
PSU: Cooler Master SilentPro 600w or Corsair TX750m
HDD: Hitachi 500GB (tested in another system, works)

The mobo has an onboard speaker (unclear if its functional or not), but I dont hear any beeps. Tried connencting another speaker, but it has no connection for it. Is the motherboard wasted?

I guess theres not much more too it, but would you recommend me buying a new LGA 775 board just to test if the CPU works? It is a QX9650 extreme edition, if its still good I would hope to keep it.
