CPU running hot after new PSU and graphics card install

I have recently bought a new EVGA 600B as I had heard it was a good PSU for the price.

I needed an upgrade since I had bought a GTX 970 and needed a better PSU to power it.
However, since upgrading I have noticed my temperatures for my cpu and motherboard being really high compared to before I upgraded.

At idle the CPU sits at about 50° C and same with the mother board.

Then whenever I try to play any game or do any mildly intensive task the cpu goes up to and sits around 70° C and maxes around 80° C.

I have done some reading around and heard people talk about airflow, but I get the temps even while the side of my case is off and 2 windows open in my room in the middle of the English winter so its not a high room temp either.
All fans are spinning in my computer and I can't notice anything wrong.

What else could have caused this problem?

this is how i solved the air flow problem - i taped off any area i didn't need the air to go, but i left the following for air flow :
1 pwr supply
2 video card and 1 slot space on either side of it
3 i/o panel(i removed it cause it was blocking exit air flow over the pvm section)
4 hdd/ssd area in front
5 top radiator for the cpu water cooler
6 vent hole under the motherboard on the side panel(this increases motherboard cooling)
then i forced all the air from a 20 inch box fan i bolted to the main access side panel like this

i never went over 39c on my cpu and vid card with this puppy cooling the case down.
and this is what it looked like before i mounted the intake filters(it's rigged to blow into the case).

and that thermal was using reference of 35c room temp(summer time)
that one fan pushes more air on low than 15-20 120mm case fans when they're on high

the 770 has more pwr and more features to it so even the cpu does more work than they did when u had the 640(my bro noticed this when he borrowed my 680 to use instead of his 620)
since then he kept the case panel off with a desktop fan blowing into it while he used it

I've ordered some thermal paste and compressed air to clean out my fans and all that hopefully improve it.
I've done some reading and I downloaded CPUID HWMonitor and it says that my voltage on the 5V rail is about 3.3V, the extra amps it is having to put in to power my cpu is what I assume is causing the problem, would this be a fault from my power supply or bad connection on the motherboard?

either cross connection on the motherboard or pwr supply is bad
oh when u clean the fans, hold the blade down while running compressed air over it, the rapid spinning will actually damage the fan motor if it goes 2x faster than rated.

That's a huge fan....but if the air will flow inside through the fan,it will dry out the thermal paste and again CPU will heat up............
