Issue with new build: won't boot with 2 ram sticks, or video card

Below is my specs. I put everything together yesterday (minus ssd, hasn't arrived). After putting it all together, I had issues where it wouldn't POST or give beeps, so I stripped everything down to the just PSU, cpu, and memory. I tried every configuration of memory, and I can use either stick by itself in any memory slot, but if I use both it goes into an infinite loop boot restart cycle. Fans will spin, LED's light up, then a few seconds later it all dies down before starting up again. At this point, the power button on the case and on the motherboard no longer respond and I have to cut the power with the PSU switch. If I use 1 stick of ram, and the video card, it boots but I get no signal to the monitor using either the motherboard HDMI or the video card HDMI. At this point, I'm at a loss. I installed windows using just 1 stick of ram, thinking I could maybe install the Asus utilities and see if maybe there was a BIOS and drivers update, but no dice there. Anyone have any suggestions moving forward?

Solution
1) Try use the memOK button, if it does not work. And try the USB BIOS Flashback.
2) USB BIOS Flashback: format the USB, download the BIOS, rename the BIOS file, use only cpu and psu without other hardware like ram, gpu, hdd, etc. Here is youtube for USB BIOS Flashback. https://www.youtube.com/watch?v=JVvHwq3syqI
3) If you have problem to boot with two sticks ram, that means the ram have problem. Return it.
