Hello I have a PC That I have built my self and its Should be good enough for Video Games. I play League of Legends on this PC at like 60 - 90 FPS. I have recently tried to record my Gameplay and when ever I do it starts spiking between 40 - 70 and when I am not recording it sometimes spikes as well.
This is confuzing me I have tried every possible way to try and fix this problem:
Cleaning PC
Defrag
Disabled Aero
Adjust to best Performance
Cleaned System Registry
Tried Using one monitor
Updated Video Drivers
Disabling Programs
Repaired the Corrupted Game Files
Made Sure everything is cool inside
and I also Tried Lowering the games Quality to The lowest possible and it was no use the FPS stayed at the same range as I had so now I have ran out of ideas and I am assuming that there is something with the hardware.

Motherboard : ASUS P8H61-MX USB3 Motherboard Intel H61 Socket LGA 1155 uATX USB 3.0+PCI-E 3.0
Graphix Card : EVGA GF GTX 680 4GB FTW Graphics Card with Backplate
CPU : Intel Core i5 3570 3rd Gen S1155 3.4GHz 6MB Processor Quad-Core LGA1155 Socket
RAM : 16GB
