Best option for a balanced match to a r8 280x would be an i5-3570, Xeon 1230v2, or a i7-3770, depending on price, and overall usage of your pc. For mainly games the i5, for productivity, blending, multi-core 2d/3d apps, and games then the Xeon or i7 has an edge.

Recommended for 280x is 600w psu, 280 is 550, 270x is 500. However, with a quality psu you could drop that to 550/500/500 as long as you have 30/25/24 amps on the 12v rail. So if budget allowed, a r9 280 would be the best choice, better performance over a 270x, yet basically the same power requirements with a good psu.

With 38a on the 12v rail, its more than good enough for a 280, however I didn't see a brand or model number, which is important. You can sit a terrible psu right next to a quality unit and look at the outputs and they could very well be the same. Having lower 3.3 and 5v is usually indicative of a newer design, older designs mostly used 30amps or more on 3.3v and 5v.

The Corsair CX is one of Corsair's entry series of psus. They are solidly mediocre, neither good nor bad. The CX use an older design, and sub-par secondary capacitors. However, the CXM semi modular version uses a newer design and Japanese solid caps on the secondaries, a much higher quality psu. For the money, a CX 500M is a good value. It'll be fine.
