Watch Dogs FPS Low On Powerful GPU?

I have a sapphire radeon r9 280x dual-x. In watch dogs, with the latest omega driver, I average 15-20 on ultra, 20-25 FPS on high, 25-33 on medium, and 55-60 on low. Why is this? I know it is badly optimized for PC but I have seen people play it on ultra with my same exact card with 45-55 fps.

Solution
Have you overclocked your card? Most people getting those frames with that card HAVE to be carrying a decent overclock, and yes watch dogs is a very poorly optimized game, however just because so-&-so gets these frames with the same card doesn't mean you will. You can find averages for you card, but your card will never perform exactly like another r9 280x. Just the way graphics cards are. You may get more frames than someone with the same card in "this game", and they may get more than you in "that game". It can be annoying, but that's just the way it is. :)

Also, what resolution are you running?

So I should OC the card? That's fine. I can do that. Any recommendations on what I should OC it to? I am running it in 1080p.

I'd recommend NOT overvolting the card unless you have a true grasp for overclocking.

For an r9 280x I'd say to probably run with a core clock of somewhere around 1100MHz (whatever is most stable for you)
and a memory clock of about 1550MHz

adjust your fan speed to keep it from overheating, I'd recommend using MSi afterburner. Best tool there is.

on a side note: 1080p on watch dogs will take an r9 280x and make that card it's B****.
Hell, it puts my crossfire'd r9 290's through the ringer.

CCC puts the memory clock at 1500mhz when it is in high performance. The GPU clock is 1300 MHz. The temps generally get up to 60-65 degrees celsius when playing the game.

I wouldn't recommend using ccc to overclock, you can if you like, but me and most of the community have had massive issues whilst overclocking with ccc. CCC has actually made my computer unusable with my current config. Like I said, I'd go with MSi Afterburner. I'm not too sure on the overclock now that I've thought about it more. I was just going off the top of my head. Go look at a few r9 280x overclocking guides to see what other people are getting, and see what you can achieve :)

That's the thing. It isn't overclocking. :p It is the default clock that came with the card.

Haha, sorry. Yeah just experiment with overclocking and see what you can achieve. You won't see your computer doing cartwheels after overclcocking, but it will definitely improve your performance, and as far as Watch dogs is concerned; The game is horribly optimized (which you know) Your performance is actually quite normal @ stock. The game puts cards through the ringer with not much reward for doing so. So you don't need to worry. Your card is performing fine! :D

Thanks man! I was starting to get worried that my card might be defective. But it plays many other games that are much more graphically intensive perfectly fine. Oh well... Anyways, thanks for the help!

I just want to say that there was something in the GamerProfile.xml file that increased my performance driving. By a lot. It is called DeferredFxQuality. It is set to "console". I set it to "pc" and that changed my performance on ultra from 15 to 35 fps.
