WHEN I LOOK AROUND THE GAME DOESN'T RUN SMOOTH AS IT MOVES THEN STOPS THEN MOVES AGAIN. I AM GETTING 60-70 FPS AND IT STILL IS DOING THIS. ANY SOLUTIONS WOULD BE NICE.

The frametiming of you gpu is appearently not the best i see. Try running the game in v-sync, maybe this will help.

r7 250x 1gb gddr5
12gb ram 1600mhz
