Depends on the quality of the psu. Post the make and model and we might be able to tell you the odds. The only way to know for sure is to try another psu.

It will be on a label on the side of the psu. When you get a new one don't skimp and do a bit of research so you don't end up with a system killer.
well that R9 280 is a 7950 u need a 500W+ tire 2 PSU to run things safe

Depends, if the manufacture put it shoddy protection circuits(if they were installed at all) it could have easily fried everything attached to it. I have seen several Raidmax, powmax, thermaltake tr2s and ultra units wipe out thee entire system when they failed.

Thr R9 280 minimum PSU requirement would be a good quality 80+ certified 550 watt of PSU any thing lower would be dangerous and put the whole system at risk which i think happened in your case.
HD 7850 and R9 280 is almost the same but the R9 280 is clocked higher and has a 25 watt more TDP of 200 Watt.
