Sapphire R9 280x flickering in 2D/3D,black box while surfing in Chrome

Hy,recently I upgraded my computer so I looked for the best graphics card for my budget and somewhat cheaper processor so I got X3 720 unlocked to X4 920,4 gigs of ddr3 ram,corsair vx 550w and MA 790 FXT UD5P.
So final decision was made and I bought Sapphire R9 280x with warranty which wasnt used at all then I installed windows 7 64 bit and latest Omega Catalyst drivers.

First I tried Far Cry 4,everything works,40-50 fps on 1680x1050 on Ultra but artefacts came,flickering and all that goodnes.

Then I tried surfing in Chrome,also 2D flickering,black boxes,even I have video which I'll post later.
My bios version of graphics is 0041 which is most problematic.

I looked on techpowerup and found bios which says fixes 2D flickering and flashed via ATI tool.
Tried Far Cry 4,looked good and surfing and I thought well artefacts and flickering is gone.
My luck didnt last too long and artefacts and flickering is back.

I dont think card is faulty and ready for RMA because I read people have this problems with R9 2xxx series,found some custom vbios with 0043 and 0046 version which are far better than this problematic 0041 series,how can I fix this problem ?

Can anyone give me link with newer BIOS that I can flash so I can fix this problem ?

Yes i tried for techpowerup,but I found only one bios and it didnt fix flickering,I found some website with modded bios but links werent working.

Don't expect alot from modded BIOS's.. they may work for you for a while but the artifacts will be back again later..
Anyway, your artifacts look major (mine were very small and only in heavy games).. I'd suggest RMA'ing the card.

Well I dont know,now they are gone,I mean artefacts and flickering in 2D ( surfing and windows ) and no more in Far Cry 4.

Anyway when I'm asking,could be this problem related to graphics card or my TV.
I ordered DVI to VGA adapter because I have VGA 22" AOC monitor so I attached mini tv ( 16" Quadro ) via HDMI to R9 280x and when I play Far Cry 4 or try to play Far Cry 3 screen just blackens out and no error or crash to desktop only I get tv notification that resolution is 1360x768.

TV supports full hd but I switch to 1360x768 and I get black screen after few minutes of gameplay,sound continues.

Could this be related to tv or graphics ?
