URGENT! Weird sound from power supply when connected to UPS

So the ups is backing few lights and fans as electricity goes couple of time in country for an hour.

So my pc is not backed up by ups but its wire through the outlet my pc is connected. I have a Delta gps 450 aa with core i5 and gtx 750 ti.

It is a wierd electrical rattling sound.Its been there for months. The only time it goes is when electricty comes back but after 5 mins the sound is back.

This sound was not there when my pc was connected in my friends house.

Is it dangerous?
Is it "dirty" electricity?
Does frequent blackout and pulling cable out of outlet damages pc?

Are you using a power strip or plugging it into the wall? Im not sure why that specific outlet is making it do that and personally i wouldn't feel comfortable plugging it in there.
