Plz tell me how to remove thermal rather than alcohol.
And even tell me how to apply new coat of thermal

I don't recommend using anything but isopropyl alcohol for removing old thermal paste from a CPU. 99% pure is best and safest, 91% will do if you allow it to *completely* dry.

Solution
Use a razor blade to scrape off as much as you can and do so carefully. As for cleaning off the leftover residue, alcohol works. I've used a q-tip and some degreasing cleaner before and it worked fine as well. Just be methodical about it and work carefully.

Scrape off the dried and hardened thermal paste with a razor edge or something similar. Get rid of the embedded stuff with isopropyl. The more concentrated the better, but if you only have say 50% then just clean it more and then let the water evaporate after wiping it clean.
