Bought a new motherboard and CPU, HUGE lag in games and in general web browsing

I just purchased a new ASUS Z97K CSM motherboard and a Intel I7 4790 CPU. I put these together with my other existing parts (see below), and chucked on a new windows installation. However, whenever I tried to play games of any kind, or even YouTube videos, I get horrible performance. For example, in Warframe (anyone who's played it know how well optimized it is), I get around 15-20 FPS on MINIMUM settings. This is frankly ridiculous and I've tried everything under the sun to fix it. I updated drivers, I've tried reinstalling windows, updating the bios, etc. Please offer some helpful advice if you can.

Intel I7 4790 CPU
ASUS Z97K CSM motherboard
XFX R9 270X
Samsung 840 Pro SSD
Hitachi 1TB HDD
Kingston 1333mhz DDR3 RAM
Ultra LSP550 550-Watt Power Supply

1. 70C at idle is scary..... I'm 23 at idle and 74 under load. I suspect CPU throttling because of heat

1. Download RoG Real Bench and HWiNFO64

Load HWiNFO64 and run the RoG Real Bench Stress test (not the benchmark) using the RAM amount installed for 1 hour..... pay careful attention to max core temps and end test if they break 85C

2. Try again using your games .... I expect your CPU temps go up at least 30 - 40C

3. Unfortunately, neither of the comes you listed are commonly benchmarked. The link I gave you benchmarked 16 different games, do you have any of them so that you could do an apples and...

Yes the resolution is 1920x1080, and the CPU temp is ~70 degrees Celsius at idle and the gpu being ~78 under load

Also, its not just warframe, skyrim, minecraft, and civilzation all suffer
