Hi, new to this stuff! I currently have a fx-4300 and some terrible ge-froce card. I am looking to upgrade to gtx 760, will this bottleneck? I don't mind if a portion of games might bottleneck slightly, just make sure its not a mistake to buy this. Also, would a r9 270x be better? Thanks for your help!

That should run great there may be a slight bottleneck in cpu intensive games like bf4 but it wont be bad and the 760 and 270x are pretty much equal.

gtx 760 is faster by a few frames to the r9 270x (5 frames per sec average) but the r9 270x is cheaper by a lot.
just overclock your processor, it wont bottleneck mid end gpu by that much. maybe 5-10 frames lower compared to an intel core i3/i5.
