Do I need thermal paste for my cpu if I have a stock cooler?

I just bought a used i5 4690k on ebay. The guy had only used it for 1 month and he had never used the stock heatsink fan. I was looking through the manual and it says nothing about applying thermal paste. I'm not planning to overclock even though it is a 4690k, so do I need thermal paste?

Sorry,I don't know much about this stuff.It's my first time building a pc. How do I know if it looks new?Could you show a picture or something?

You can tell if you have thermal paste on the stock heatsink. It will have... paste on the bottom ofit and it would be very hard to miss.

Its a good idea to have an extra tube of thermal paste around just in case.

All I see is a copper circle(nothing else).Does that mean there isn't any applied to it,and that I should just go a get some thermal paste?
