Do I need thermal paste for my cpu if I have a stock cooler?

I just bought a used i5 4690k on ebay. The guy had only used it for 1 month and he had never used the stock heatsink fan. I was looking through the manual and it says nothing about applying thermal paste. I'm not planning to overclock even though it is a 4690k, so do I need thermal paste?

The stock cooler does have thermal paste applied to it, so in a new situation it would be fine to just stick on there.
Since its used I would inspect the paste to make sure its not dry or disrupted, if it looks new, go ahead and use it.

Just peel off the plastic covering the thermal paste on the underside of the stock heatsink before installing... you don't want melted / burning plastic on your CPU.

You can tell if you have thermal paste on the stock heatsink. It will have... paste on the bottom ofit and it would be very hard to miss.

Its a good idea to have an extra tube of thermal paste around just in case.

All I see is a copper circle(nothing else).Does that mean there isn't any applied to it,and that I should just go a get some thermal paste?

every cooler/chip needs thermal paste. if it is new out of the box, the paste should be pre-applied....here is a good picture of what it would look like. in the copper circle, you see the gray stuff...that is the paste. if yours does not have that, you will need to apply some

If there is just a copper circle then you need thermal paste.

It will be a grey circle just smaller than the copper heatplate. If you see just copper, you need paste.
