Looking to build a small HTPC, my budget is fairly small just under $300. I want it to not be a AM1 based prefer fm2 or fm2+. Small form factor so I can fit it inside of my entertainment center.

I wouldn't even mess with an AMD setup since the integrated GPU in any modern Intel CPU is plenty for a HTPC. This is what I would suggest in your price range:
