Unstable overclocked CPU temps

I have i5 4690k with an EVO 212 CPU cooler on a MSI Gaming Z97-G45 motherboard. When I use OC Genie it over clocks my CPU from 3.5ghz to 4.0ghz.

When I do a stress test my temps skyrockets to around 85C and then fluctuates up and down to 75C. Is this normal? It doses the same even at ideal; 30C-40C.
 
Solution
When you oc you do so by raising the cpu multiplier from 35 to 40 for example.
Left on auto, the Vcore voltage will increase, perhaps to 1.20.
You can monitor that with cpu-Z.
As the vcore rises, heat is generated.
A safe vcore limit is about 1.30.
What multiplier will run at that vcore is determined by your luck in getting a good chip.

The cooler is not as important as some say it is. Most aftermarket coolers will keep the cpu temperature to reasonable levels if you keep the vcore reasonable. Regardless, the cpu will throttle or turn off to protect itself of it reaches a dangerous level. That is about 100c.

I'd check the cpu voltage ,i got a core2quad q9550 2.83ghz clocked at 3400 , it hits 45-55 while under stress ( prime95 ) with and EVGA ACX cooler , but i lowered the Vcore , it helped the temps to not go very high , try checking whats CPU-Z is displaying and check if its ok or you maybe you can lower it , google is your friend
not sure about 4th gen but for 4.0 ghz it might now be as the guy above said , sounds about right
