ASRock z77 pre-post error 62

i recently had to install a new mobo, and with limited options for the 1155 lga processors, i went with the ASRock.
Build: cpu:

  • i7 2600k
    mobo ASRock z77 extreme 4
    psu antec 650w
    hdd samsung evo pro 500g
    gpu EVGA gtx 970
    case Cooler Master scout
    ram 2 x 4 super talent 1333mhz
So i swapped everything out and went to boot up and the "dr. debug" shows error code 62, all fans are spinning, hdd and cd drives spin up. i've tried; taking my gpu out one stick of ram all different ram that i know is good checking each ram slot double checked all connections removing all drives and perihpals (just monitor and ps/2 keyboard plugged in) resetting cmos with their quick button, taking the battery out for 30 secs, and using the jumper.

I forgot to put this in the main post, I'm not getting any visual output, my screen is blank. I know dumb to forget a pretty important sympotom, so I cant just "reinstall windows" my rig powers up, but gets caught on this mobo error. I've tried having the windows DVD in my drive while I power up, but nothing changes

I'm not getting anything on screen so there's no way to adjust bios other then hard resets, which I've done multiple times.

New update, attached a case speaker, 3 beeps without memory in, 0 beeps with it installed
