I'm using 16GB of cooled RAM on windows 8.1. if you need more details tell me. I'm getting memory leaks very often, anywhere from 80 - 99 percent usage. I have pretty basic knowledge of a PC but not nearly enough to know what I could do. with steam, Skype , and what ever game I'm playing. My CPU stays at about 3 - 40% but it doesn't go with ram, I was at 3% CPU and 94% RAM. Anything I can do?
95% + ram usage not showing up in prccesses.

Check your PC for malware with Malwarebytes. What stuff do you have running in the background?
If you are gaming a graphic intensive game, the RAM is most-likely to be high.
