I didn't know a PSU with 1000w could have such low amperage, then again, Dell is an expert delivering the lowest quality possible hehe.
In any case, the GTX 760 needs at least 30A@12V+ rail (and at least a 500w PSU just to complement its requirements) so I seriously doubt is going to work with that PSU.

Looks like you've actually got 90A on the +12V rails. More than enough for a 760, or even a few of them.

Actually, that line "+12VA, +12VB, +12VC, +12VD, and +12VE shall not exceed 950W" means you have 79 amps available across the +12V rails.

The 760 will be using 2 of your many 12V rails. 18 + 18 = 36. You can run another 760 in SLi and use 2 more rails if you like.

My guess is the 30A is recommended for the whole system - a 760 won't use anywhere near 360W on its own.
