Swapping same motherboards

Hey everyone, I've been in about a month process of trying to solve a problem with my build. Not going to get into it but I have two questions. I'll just point out the obvious hardware that will only matter to the question.

I have an Intel i7 4770k paired with an Asus Maximus Vi Hero. My first question is I bought a i5 4690k and it would not boot. Keep in mind I'm trying to test something with the cpu and motherboard that i'm not getting into. The bios was updated to the latest bios released and after multiple swaps, i7 worked, i5 would not boot with 00 code basically not recognizing the cpu. Any other reasons that would not have booted? I see on pcpartpicker this message when pairing these two "Some Intel Z87 chipset motherboards may need a BIOS update prior to using Haswell Refresh CPUs." So I don't know what happened with that and it didn't help much for me testing my cpu memory controller.

I did under the part picker put this cpu instead Intel Core i5-4670K and it showed no issues, so I probably should have bought that one instead to test.

Second question is, I bought another exact motherboard to test. Can I just swap them and boot as normal? Or do I have to reformat before the swap.

Second question first - it can be hit or miss whether you need to do a fresh OS install when switching mobos. Mostly it has to do with driver compatibility. Shouldn't be an issue if swapping identical boards.

As for your first question, I've done the similar swap with a Hero VI, 4770K and a 4790K without issue. When you did the swap, on initial boot with the 4690K did you have an OS drive hooked up? What BIOS version is/was the mobo running on?

Fair enough, I'll just drop it in without changes. Assuming it doesn't work I suppose not much harm done then and just reformat. The bios it was on was 1505 the 2nd latest version, then I tried again on 1603. I did the whole cmos resets and no help. I did have the ssd connected if that's what you're saying. Unfortunately every time I changed I only got fans and no boot screen, and usb power. Didn't make much sense. I know it's pretty rare for intel cpus to fail on delivery so it must be something bios related that i'll never know.
 
Went back through my notes - I had 1504 when I dropped in the 4790K. With initial boots after mobo or CPU changes, I recommend booting without any drives attached. Just get into the BIOS (if possible), check/adjust settings, then saving, exiting. Then rebooting with just OS drive connected. Add in any other drives on the next reboot after that.
