Slow GTX 980?

I've just recently bought a GTX 980 reference card from bestbuy, and I have noticed lately that I've been getting very low frames in every game that I'd play. In Arma 3, I would get at max 30 FPS on LOW setting, and on CS:GO I would get at max 200. On my old GPU, the GTX 760, I'd never drop below 299 on CS:GO. I don't know what the problem is and I know I'm not bottlenecking. Can anyone help me with this? And yes, I have the very latest drivers.

CPU: i7 4790K @4.4Ghz
GPU: Reference GTX 980
Motherboard: Gigabyte Z87-HD3
PSU: Corsair RM850 80+ Gold

That indicates that your GPU is not being used at all, basically. And CPU is being used only 50% at best (could be that this is a spike, so in reality it is being used much less than 50%).

I would test this GPU in another rig just to make sure it works well there. If it does, the reason is likely in software (either malware, viruses, incorrectly installed drivers) or you have power issues, which is hard to believe since you have Corsair RM850. Note, however, that RM series above 650W is actually far worse in quality, it is made by Chicony instead of Channel Well and it has much worse capacitors. It could potentially be the PSU issue as well.

So, as a summary:

1) Test the GPU in another rig
2) Test with another PSU
3) Check the PC for...

Are u sure the 980 is set as ur GPU for games? Did u update ur drivers?

How to check if its ur primary gpu: right click on desktop, select nvidia control panel, go to the manage 3d settings, select the game u play if it's not there, add it (exe. file) the edit the CUDA - GPU setting to "Use these GPUs - 980"
 
Sir, check your CPU max temperatures with Open HW Monitor while gaming. Overheating can cause this. It was all okay before because your older card could not push more FPS and CPU was stressed less... now it's likely near 100% load and overheating, especially if on stock cooler.
 
I mean, check the most recent reading. Maybe you were referring to some old reading when you first installed the cooler and believe everything is still OK, but it might not be anymore. Seen it a couple of times even with corsair's liquid cooling.

I have i5-4690k @4.4ghz and gtx 980 @ 1540mhz oc
My fps is arround 300/350!
I just installed new moherboard msi z97 gaming 5... Installed everything drivers up to date.... Whit previus motherboard i had 400/450fps whit cpu oc 4.3 and no gpu oc... I dont know what to do anymore abbout the low fps...
