Can't find overscan/underscan on AMD Catalyst Control Center - Need to fix fuzzy screen

Recently I had bought and install an AMD radeon graphics card, however the screen feels quite fuzzy/blurry but is on the correct screen size/resolution. I heard I must overscan/underscan to 0% in order to fix this problem on CCC but I cannot find this on my Catalyst Control Center(latest version). Also is there an easier way to fix the fuzzy screen? It is most notable on text

Please help, I wish for a step by step explanation of what I must do if possible.

You will only get over scan/underscan settings if connected digitally.
Any particular reason why you're using VGA as opposed to dvi or HDMI ( unless your monitor is VGA only??)
Anyway enable GPU scaling & set to full screen mode.
After that try the cleartype settings I suggested earlier.
What is your monitor model??

GPU Scaling does nothing, I have tried cleartype before you had suggested it.
The moniter is not the problem, it was working fine until I had installed the AMD Graphics card.

And my moniter is VGA only so how am I suppose to fix this fuzz/blur.
And cleartype does not solve the problem, all it does is just makes text "easier to read", however my problem is that the whole screen looks a bit fuzzy/blurry after installing a new graphics card. The screen resolution is not the problem, looked really clear before
