What cpu will not cause bottleneck on the gtx 760 2gb cu2 oc edition

well i currently have an i3 2120 at 3.30 ghz and im gonna give this one pc to my mom who needs a pc and im gonna buy a whole new without the graphics card which i currently have. i'd like the whole pc without the graphics card to be at 400 euros if that is possible that is why i would consider going for amd and because most games are console ports and consoles have amd cpus. so i guess amd would be better? no?

Intel CPUs are generally more powerful, but also more expensive. I'd suggest a higher end AMD or a lower end intel (Well...An i5 isn't exactly low end. More of a mid-range cpu).
