XFX R9 270X GPU showing up in device manager as "Microsoft Basic Display Adapter"

Before you ask, Here are my specs:
A-10 6700 APU @ 3.7GHZ with Radeon 8670D integrated Graphics
AMD A55
8GB DDR3 RAM
1TB HDD
Thermaltake TR2 600W PSU
XFX R9 270X 2gb DD Edition
Windows 8.1 64 Bit

The link Above is to the pre-made PC That I bought,
The ONLY upgrades were the GPU and the PSU

Problem:

I left for vacation for 2 days, and I returned to my PC freezing at the login.
turns out it was the Hybrid/Cold boot problem that many of people had.
I had to reset my HDD and I basically reset my computer to as if I just took it out of the box.
I noticed my GPU wasn't working right, because I was getting 10 FPS in BattleField 4 on low settings.

I uninstalled my drivers and re installed in safe mode with the most recent AMD drivers, all that jazz.
I disabled my 8670D Integraded Graphics in the device manager.
I ended up Re-Seating my Card, went into the BIOS and set my prefered graphics stuff to PCI express, as it was the only option.
I have the only DVI chord for my monitor plugged into the back of the card, to override my integrated graphics.

No software is picking up my R9 270X.

Device manager labels it as "Microsoft Basic Display Adapter"

What do I do?

I am open to all suggestions.

All cables are tight, I have Re - Seated everything, rebooted plenty of times, but no fix.
