Installing new HIS R9 270X Graphics Card Computer Won't Boot

Hello all. I know from research that this is a common problem. I have tried just about every solution I have seen on this site and others. I recently bought a new HIS R9 270X and new PSU for my computer. No problems installing the PSU. After installing the video card my computer will not boot. The fans all start up and my HD will start to spin but I get nothing on my display. I have on-board graphics and if the new card is plugged in I don't get a boot when plugged into the on-board graphics either.

I have tried re-seating, uninstalling all previous graphics drivers, updating BIOS, and ensuring that the power cords are correctly plugged in. The only thing I have not tried is installing the card on another computer to see if it is even a working card. I wanted to check and see if anyone has any other ideas for me to try.

System Specs:
HP Desktop with original mobo - Model# P7-1047C
Windows 7
Processor - Intel(R) Core(TM) i5-2400S
Old Graphic Card - Nvidia GeForce GT 520
New Graphic Card - AMD HIS R9 270X

Any help would be greatly appreciated.

So to be cost conscious would it be better to go with a new mobo or a slightly lower level card? I had been looking at a GTX 750 or 750 Ti as well as the R9 270X. They are better than my current GT 520 for sure.
