I get 20 mbps on speedtest, but only download at 2?

I get 20 mbps usually on speedtest.net, but when downloading something on origin and steam, it only goes up to 2.5 mbps download, and never any higher. Is there a way to not limit the amount of internet a program gets?
 
Solution
Your speed is governed by the slowest link in the chain. Your downloads from Origin and Steam are only going to be as fast as those servers can deliver.

20 Mbps is the overall bandwidth and maximum throughput of your internet connection. It doesn't mean you'll get downloads of that speed.

Download speeds are always going to be less, as they depend on the server they are coming from. Origin and Steam show download speeds in MBps (MegaBytes per second), which is completely different that mbps (megabits per second).

2.5 MBps translates into roughly 20 mbps.
