between 60 and 40 fps on far cry 4 with a 980

At first I didn't really mind But When I went online and looked at benchmarks people were getting 80 fps avg when I get roughly 55 avg and it drops down to 40 when I'm driving I have all of the latest Drivers And I even went as far as to disable the nvidia Features, God rays etc.
My specs:
Evga 980 sc 4gb
amd 8350
Gigabyte GA-970A-UD3P Ultra durable series
Windows 8.1
16gb ram
Oh and I don't know if this would make a difference but I have the reference Evga 980

They may have had the same GPU as you, but not the same CPU. They most likely had a CPU that Far Cry 4 preferred. The CPU affects gaming performance too.

It is a mixture of the 8350 not be a very strong CPU in lightly threaded applications, and the result of poor optimization.
