how much ampere usage for the gt 640 and is it supports open CL ?
the sony vegas System Requirements told There must be open CL

GPU-accelerated video processing and rendering requires an OpenCL™-supported NVIDIA®, AMD/ATI™, or Intel® GPU with 512MB memory; 1GB for 4K.

It will probably work until you put it under heavy load gaming. Then you may experience shutdowns or reboots as the PSU cannot maintain the required power.

Only use on Sony Vegas
But if Max output for +5v and +3v = 160w
The remaining will be 140w for +12v and cpu run 65w gt 640 65w
remaining will be 10w for motherboard and ram ??

It doesn't always work quite like that. You can't just subtract one rail's capacity from the rest and expect the remainder to be totally accurate. besides, If the manufacturer had a capable +12V rail, they would have listed the wattage that the +12V rail was good for.
If the full 18A was available for the +12V rail, it would handle (12*18) 216W. But it seldom works that way. Especially on low end PSUs.
In the end, it is your choice whether or not you want to run the 65W card with that PSU. Personally, I would be hesitant.

No, the system will shut down because the PSU cannot maintain the necessary voltage. But that is the best case scenario for an under-powered PSU. If the PSU is of low quality, it may instead just die a catastrophic death and burn up something else as it goes.
