How do I share an external usb hard drive between two pcs in windows 8.1 when advanced security settings won't allow it?

I got a new laptop for Christmas (Samsung Ativ book 9 plus) and have been using an external hard drive (WD passport) to transfer media files from my desktop (2013 custom build) to my laptop. Both machines run Windows 8.1. I made several transfers from the desktop to the laptop on multiple occasions with everything working fine and normally. My plan was to store the majority of media and large files on the external drive and keep the laptop space free.

I left the external drive plugged in to the laptop one night and now my desktop doesn't register it whatsoever... It's not even in device manager. My laptop has... "claimed" it for lack of a better word. I don't know what happened. I checked the sharing and Advanced security settings and now it seems that only my laptop can access this drive... That was never my intention. I have never seen these settings before in my life. I explored some and all i could find was how to allow access to various users and locations within the same computer but nothing pointing towards how to allow access for a second pc. Google search has shown little to no leads.

Any help would be greatly appreciated!

Yes. It might matter. In windows 7 and 8 the default account IS an administrator account so you may want to reboot as normal and go through the above process without logging into any other accounts. Also, you might want to go into the BIOS with the drive attached and disable any security settings or secure boot settings pertaining to that particular drive.
This may work:

1.While logged-in as Administrator, right-click the drive's root directory and select Properties.

2.Click the Security tab, then the Advanced button.

3.In the Advanced Security Settings dialog for the drive, click the Owner tab, then the Edit button.

4.Click the Administrators group, check Replace owner on subcontainers and objects and click OK. If asked about replacing existing permissions with ones giving you Full Control, click Yes.

5.Back in the Security tab and on the original Properties sheet again, click the Edit button, and in the Security dialog click Remove for all entries for all accounts listed under "Group or user names", except for the well-known ones of System, Administrators, Users and Authenticated Users.

6.Click Add, and in the "Select Users, Computer or Groups" dialog under "Enter the object names to select", type Everyone and click OK. You should verify that Everyone has been added to the list.

7.Click Everyone, check Full Control, then click on Apply.

8.Click Advanced again to go back to the Advanced Security Settings dialog box and click the Change Permissions button. Check Replace permission entries on all child objects and click OK and OK.

9.Click OK.

Thank you, I followed your instructions. On point 7 when you mentioned to list Everyone, it still showed that the location was in the laptop. I followed the rest of the steps anyway. When I got to the last couple of steps replacing permissions on all child objects I received an error message: Error applying Security - An error occured while applying security information to: E:\System Volume Information Failed to enumerate objects in the container. Access is denied.

I noticed when receiving this message that last checkbox (child objects) unchecked itself.

I tried opening in the desktop anyway and no go. Im about to go back through and try again and double check everything. I had just changed ownership over to my windows login (following instructions from an article online that seemed somewhat relevant) I did notcie that when I had ownership given to my windows login new sharing options populated in the share tab. Under your instructions (giving owenership to Adminastrators) those additinal options are no longer there... Should I try this with my login as owner? would it matter?
