I just got this pc and I heard this pc starts off over clocked(The CPU), how do I make sure it's not? I'm not sure which part from the BIOS I should change
Your CPU is a 3.5GHz chip (that can turbo up to 4.1Ghz).
you can use CPU_Z to see the speed of your CPU or check it with Windows (right click on computer and click properties.
The window should show you your CPU's speed.
That's the Cool and Quiet raising the clock speed from idle (ish) to full speed as needed. You're hearing the CPU cooler fan. If you disable C&Q (and C1E) in BIOS, it will run at full speed all the time.
Its a dynamic fan control so it spins up to speed when needed. If you turned it off, the fan would just run as fast as possible all the time.
If you don't like the volume, you can always buy an aftermarket cooler that is quieter and cooler.
Well I don't think it's normal, CPU spikes to 3.4-5 Ghz when idle(80% of the time)

although you are idling this doesnt mean that other background processes don't run in the background and require some cpu power and it immediately goes to 3.5Ghz
