I just got this pc and I heard this pc starts off over clocked(The CPU), how do I make sure it's not? I'm not sure which part from the BIOS I should change

Its a dynamic fan control so it spins up to speed when needed. If you turned it off, the fan would just run as fast as possible all the time.
If you don't like the volume, you can always buy an aftermarket cooler that is quieter and cooler.

Well I don't think it's normal, CPU spikes to 3.4-5 Ghz when idle(80% of the time)
I checked my Bios and I have this
-MB Intelligent Tweaker(M.I.T)
CPU Clock Ratio[Auto] 3500 Mhz
Cpu NorthBridge Freq. (Auto) 2000 Mhz
Core Performance Boost Disabled
[X] CPB Ratio Auto 4100 MHZ

CPU Host Clock Control [Auto]
[X] CPU Frequency (Mhz) 200
PCIE Clock(MHZ) [Auto] 100 Mhz
HT Link Width [Auto]
HT Link Frequenct [Auto] 2000 Mhz
Set Memory Clock[Auto]
[x] Memory Clock x8.00 1600 Mhz

although you are idling this doesnt mean that other background processes don't run in the background and require some cpu power and it immediately goes to 3.5Ghz
