Gaming/Streaming Computer $2100 budget

So I've saved up my pennies and I'm in the market for a new desktop. My budget is roughly $2100, and I'd like the system I get to include:
-3GB+ GPU
-4.00Ghz CPU (specifically, I'd like the i7-4790k)
16GB of RAM, with room to expand to 32
2 SSD totalling 256GB or more, running RAID 0. I have external storage and will not require a 1TB HDD, but would definitely throw one in if budget permits.
A video capture card


My main issue is I don't know much about compatibility or importance of motherboards, RAM, or video capture. I also know nothing about cooling. I don't need any help with peripherals, as I have budgeted for them separately.

I'd like to deliberately get a system that exceeds what is required for gaming today, as I like to use my computer for long terms, 5+ years. If it matters to anyone kind enough to help me out, I play Path of Exile, which has load time issues, hence the dual SSD. That said, I play lots of other games as well, but the primary game I'll be streaming will be Path.
