FPS drops after few minutes if the cursor is not in use

Hi!

As the topic says, I have a problem in games, when I'm not using a mouse. Every game runs smoothly, but cursor must be still in move. Few minutes of cursor inactivity and FPS drops from 60 to ~5. I disabled SpeedStep in BIOS, NVIDIA Power Management Mode is set to: Prefer Maximum Performance and computer works in high-performance mode. Computer is clean. I don't know what else to do. I checked other threads on Your forum and others, but I haven't found an answer. I hope you'll help me.

Most important specs of my PC (I couldn't edit in the profile):

MOBA: ASUS Maximus VII HERO
CPU: Intel i7-4790K
GPU: ASUS GeForce GTX 780 Ti
RAM: G.Skill TridentX DDR3 2x8GB 2133MHz CL9
AC: Be quiet! Dark Power Pro 10 750W

Well I'm stumped but I have a solution for you ... add task manager to your startup folder :)

My guess is that task manager is continually doing things that somehow is telling your system to "stay awake" which these cut scenes are not

I'm using Mad Catz CYBORG R.A.T.3, but on the previous computer everything worked properly. But for what am I looking for in Event Viewer? Everything is fine in System log, no warnings.
There's no problem if I play games using mouse. No stuttering or fps drops, because mouse is still in move. But when I want to play on gamepad and mouse just lies (or I just do not touch the mouse) after few minutes FPS are unacceptable. If I move mouse everything back to normal. There's no difference what kind of game it is. The computer acts as if passed in the idle-state.

Yes, exact model is Logitech F710, but it's not fault of controller. It happens e.g. in longer cutscenes playing on the keyboard and mouse (gamepad's nano receiver is unplugged), so I have to move and move the mouse. I tried that before post my issue. I'm running out of ideas and I can't leave it as it is. It's really frustrating to move a cursor every few minutes.

There's no way that controller is making any trouble, because even if it's unplugged the same thing is going on. Before first time I've tried to play with controller it was happening too (e.g. in cutscenes [because there is no reason to move mouse] as I said earlier or when I didn't do anything in game).
 
Above you said that you had "unplugged the receiver". That doesn't negate potential problems called by a) the controller transmitter (was that unplugged too ?), b) the controller software (was that uninstalled and registry entries removed ?) or c) your mouse software (see b).

Nano Receiver is all I've got to get controller working. If I remove it from USB port is just like removing wired controller. I'm not using any software for controller and mouse. Just drivers.

But there's additional software, some kind of programs with settings to games etc. Anyway, I have news. I was waiting for fps drop in game and then I ran Task Manager. Everything was fine, so I went back to the game and played a little bit with Task Manager in background. No fps drops. So I closed Task Manager and back again to the game. FPS drop after ~2 minutes. It's weird... Maybe this give you some kind of clue what's wrong with my PC.
