EVGA ACX2.0 SC GTX 970 High Idle temp

Hi guys,

So I decided to OC my new GTX 970 that I got today, and managed to get 1470MHz GPU (Boost) Clock and 7074MHz Mem clock with no voltage change. The card is performing well in all games with temps never getting over 75 degrees.

However, after leaving my PC off for a while, I booted up and noticed that my GPU was idling at 60 degrees. I understand that EVGAs ACX 2.0 cooler's fans don't spin below 65 degrees, but after some digging online I found that my card should be downclocking to 135mhz to keep idle temps down. Instead, it is downclocking to 1164mhz.

Does anyone know how I can force the card back to 135mhz without changing the clocks manually every time I game?

P.S. I noticed a lot of people online complaining were using either multiple monitors, or a single 144Hz monitor. I am using a single 1920x1080 60Hz monitor, and windows correctly identifies that as the only monitor.

EDIT: Forgot to mention, same issues now occur when setting the card back to stock clocks. All OC'ing done through ASUS GPU Tweak as it's what I've used before
 
Solution
in the nvidia control panel, change the power management settings to adaptive. Also, keeping the fans at about 10% at idle is still inaudible but keeps the GPU much lower.
