Computer turns on for second then shuts off. Wont turn on again until 24 pin connector or ram is reinserted

Earlier today I turned on my computer before leaving the room to eat. Before I left I saw the LED fans turn off for a second but they turned back on so i thought nothing of it. I returned to find that the computer had powered down. Pressing the power button yielded no response.

The day before I had had some issues booting but after removing and reinstalling the CMOS battery it booted fine. (In fact, I did not have to do this today so I assumed it was fixed). Assuming this to be the issue I tried it, no response.

I considered the possibility of a failed motherboard but then I noticed my usb mouse was lit indicating that power was moving through the system (though I am not sure if this rules out faulty motherboard or PSU). I unplugged the GPU, disk drive, hard drive, and all fans aside from the cpu fan leaving me with the 24pin connection, CPU power, CPU fan, 1 stick of RAM, and the various case plugs at the bottom.

The computer powered on and fans were spinning but it shut off nearly a second after turning on. I get this result each time i remove and reinstall either a ram stick or the 24 pin power connection.
It may be my imagination but the PSU fan appears to be spinning slower than usual when I do this. Sometimes i get a beep, sometimes not, but whenever I do the computer turns off immediately after.

Considering a possible failed PSU I tried the paperclip test, it failed, though I don't understand how this can be so when the computer turns on and the fan spins when I perform the steps above.(though only for a moment) and the mouse receives power.

I built this computer about three weeks ago, all new parts. Was running fine playing games yesterday.

Is this definitely the PSU? Could the motherboard be dead? Is there something Im missing here before I send my parts back?

CPU: AMD FX-8350
GPU: Sapphire Radeon R9 270x
PSU: EVGA 500w 80plus certified
Motherboard: Gigabyte 78LMT -USB3
RAM: Team Dark 8Gb DDR 3 240 pin

I had this same issue after installing 3 new LED fans and cleaning my PC about a week ago andI had the exact same thoughts. I unplugged everything (CPU fan, all fans, GPU 4 pin, GPU card, 24 pin power, HDD, reinserted RAM and reinserted CPU). I turned my PC back on and it worked again! I was pissed too becasue I thought it had broke or something

Funny enough I did in fact install two new LED fans but unfortunately I have tried unplugging everything several times to no avail. I also dont have another psu or know anyone in my area with a custom computer so I cant confirm what exactly is going wrong. Tomorrow I may head over to bestbuy or something, see if the geeksquad will let me borrow a psu to test before i go buying a new one

I have tried this, no dice. Same result with all RAM slots, with no RAM I get the long beep indicating no RAM but then it turns off immediatley as it tends to do. I dont suppose its the RAM seeing as how it was running fine with it before.

Ive read a post or two saying it may have something to do with a lack of thermal paste or improper placement of the CPU heat sink, but it would at leats turn on for more than a second and get hot before shutting off right? I think I can rule that out

Sorry i havent updated. After visiting the geeksquad they tested my PSU and it turns out it was shot. Bought a new one and everything is fine. Lesson learned : dont buy $40 PSUs
