I've tried different power outlets everything is connected properly but fans don't turn on and no beeps

Is there a switch on the PSU and is it turned on? Also make sure the cord is plugged in all the way at both ends and test the outlet with something else to make sure it's hot.

Beyond that, is this a new system, did you build it yourself and has it ever worked before? If it has worked before... when and did you notice anything odd before now.

you might have something wrong other than no beeps. the beep is a sign that your computer performed its POST (power on self test) correctly, although in your case a lack of beep would mean that something might be wired wrong or you have a bad part or both. if this is a new build that is why people recommend that you do a startup outside the case to test for just this issue. I would check your wiring first then see if it is one of the parts. if you have a high end MOBO there is usually a clock like thing on it that displays numbers or letters or a combo and will display a combo if there is an error and in the MOBO manual you can find out what the code means.
