Asus z87-Pro red power led and won't power up

Just made my first build and it won't power up. I have tested the psu and swapped out motherboards and the cpu yet nothing. At first the q code flashed 00 about two times and the cpu fan began to power up but turned off after about a second. Now there is no Q code and only a red power LED. Please help

Also the other power supply I have is plugged into anothe pc. I would have to remove it (pain in the butt). Is there any other way to test it, other than another power supply? I can pull out the other psu but it will be a pain
 
You don't have to pull it. Just place the board near the PC (put it on its cardboard) and disconnect the 24 and 8 pin power cables from the PC and connect them to the board. Start the board by shorting with a screwdriver the 2 pins on the motherboard corresponding to the power switch.

Ok I have the board plugged in with the 24 pin and the spare psu only has 4 pin cpu connected not 8 so that's plugged in and the cpu fan is plugged in. But no power and no fan spinning and stil red led and no q code

Thanks so much for the help it ruled out of a lot of things weather it worked or not thanks
And the cooler is Cooler Master
Hyper 212 EVO
I will try and reseat the cooler and check for np bent pins now hopefully it works
