Sub $250 CPU/mobo update suggestions

So for weeks now I've been scouring the Internet, learning a lot about CPUs and Mobos, and only leaving with more questions.

I'm trying desperately to find a CPU and motherboard that fit my budget and purpose. The budget is roughly 250+/- and my purpose is meager, I'd say my goal is low end gaming rig but it's not even all that.

Currently running:
Stock Asus mobo (will find model if needed) micro ATX
Intel e5400 2.7(?) ghz core 2 duo
400 watt psu (would prefer to keep it that way, only for the sake of budget)
1TB HDD
7gb ram (stock came with 6 friend gave me one more)
Radeon HD 7790 1gb

lol if it has not become clear yet, I do not use my computer for work or intensive gaming. This build actually works well enough but it is starting to get a little rough. I actually just bought the gpu and am enjoying it a lot so not looking to change that, purely looking to update the CPU and naturally the mobo.

For a bit more insight the only games we use are skyrim, gta 4, war thunder, and occasionally bad company 2 and I'm more concerned with smooth game play than visual aspects. I actually considered going full amd with an fx8350 or fx6300 simply for the sake of budget but I prefer whatever boasts longevity over pure power. Also that 250 budget is relatively inflexible.

Y'all are awesome and have been a great resource for years, never needed to ask. Ideas?

by this moment, I'd suggest the Intel CPU and Z87 mobo.

Thanks for the reply! Few things tho:
Micro ATX is a must as I'm not budgeting in a new case, sorry for not making that clear. I almost want to, just so I could use ATX, but my wife is already not in love with spending money on the computer.

Also, why the extra cooler in the amd but not the Intel?

Because on the Intel you can't overclock. So you won't be needing an aftermarket cooler since the stock cooler is pretty decent already. On the AMD side, the stock cooler is complete ass, and slo is good to have an aftermarket one for overclocking.
And yes I figured that out about the Micro ATX case. Go with Intel.
