That Elite V2 unit, as mentioned, is a Tier 3 unit. It will work, if it's all you can get but a Tier 2B or higher unit would be a much better investment. More often than not, tier 3 units are just as expensive as higher tiered units so it's worth looking around to see if you can find one that's listed at one of the higher tiers. Personally, if you go with a Tier 3 unit, I think the one I listed above would be a better choice than the Cooler master but it depends on what country you live in and what's available to you.
In general, any top quality 450W PSU from Seasonic, XFX or similar will be able to power a single 270X. For the sake of future upgrades and headroom it is best to get at least 550W, though. Refer to this list and get any PSU from tier 1, tier 2a or tier 2b:

You want a high quality, reliable 500w or larger unit.

450W is too low for a build with a single 270x to perform comfortably. According to http://www.realhardtechx.com/index_archivos/Page362.htm, it requires 500W. The best options I can think of right now are XFX TS 550W, SeaSonic S12II 520W, or Rosewill Capstone 550W. All three of those PSU are of very high quality, don't go for Corsair or anything.
