I have a Dell Optiplex 745 And i want to upgrade my graphics card to the best one it can have without upgrading the PSU (so that i can play left 4 dead 2).
Specs:

Intel(R) Pentium(R) D CPU 3.00GHz
Intel(R) Q965/Q963 Express Chipset Family (Microsoft Corporation - WDDM 1.1)
Microsoft Windows 8 (build 9200), 64-bit
4Gb of DDR2 RAM
305 Watt power supply
motherboard: Dell 0RF703

Solution
From the 305W PSU, I know you have the Mini-Tower format, because the PSU limit, also the cpu cooler house will block the space for the GPU, you may can get the NVIDIA GeForce GT 730 for $57 ( single slot and lower power consumption video card ) for the left 4 dead 2.

The GT730 just < HD 4670 http://www.tomshardware.com/reviews/gaming-graphics-card-review,3107-7.html , you may get around 40 fps in not the high setting, because we will say 40 fps is the minimum requirements for the games.

The best gpu you could fit in the 745 would be the gt 740 single slot. It is twice as fast as the gt 730 and should pop right in. I use to have an optiplex 745 mt with which I did lots of upgrades to. The psu could handle cards that used much more power than the 740, so you will be fine in the power department. Also, I recommend upgrading from that pentium d. I upgraded mine to a core 2 duo e6700(the fastest cpu it supports) and it gave me a MASSIVE performance increase in games. Its about 3-4 times faster than that pentium d and uses 2/3s the power. You can pick up an e6700 for about 10-20$ on various websites. I hope I helped and good luck. Thats a durable long lasting machine thats one of the best dell made in my opinion.
