ok thats odd, although this may sounds a pain, I am also on windows 8.1, i didnt have fps problems, but I had overall speed issues. I read a fix online that worked for me. I created another user on windows 8.1, I transferred all my documents, pics, vids, and music to my new one (as programs will automatically be on the new one) then deleted my old one. and compared to before it is actually blazing fast. I would recommend this?
Also on CCC go to gaming performance and turn all the sliders down to performance rather than quality. this usually helps
