okay. so after deciding to build a pc out of spare parts in a cupboard:
FX 6100
8GB of ram
asus m5a 78l-m lx
GTX 760
and an atrix 650w psu
after putting all the pieces together the PC starts automatically when plugged in and ignores any signals from the front i/o. shorting the power pins does nothing either, however when you plug devices into the mobo the PC does not give power to the devices or post. the CPU fan sounds like it is running at max speed too.
